Prince Edward Island Education Governance Commission will begin public meetings
The public is invited to attend community conversations across the province to discuss the following questions:
1. Thinking about how the education system is set up and run, what is working well today? In terms of who does what, and how things are done, what are the strengths?
2. Turning now to weaknesses, what are the issues and concerns in terms of how the education system is set up and run?
3. What are your ideas and advice on how things can be done better? What are the solutions?
4. To wrap up, if you were re-designing Prince Edward Island's education system, what is the single most important thing that you would do?
PEI Government should not interfere with the Union’s right to organize workers
CHARLOTTETOWN: The Canadian Union Public Employees is asking the PEI Government to let the Labour Relations Board decide whether CUPE should be representing the substitute teachers.
“More than a year ago, substitute teachers in this province approached CUPE to represent them. We followed the process established under the province’s Labour Act. More than 300 substitute teachers signed a card saying they wanted CUPE to represent them”, explains CUPE Representative Stacy Delaney.
“CUPE was ready to proceed with the certification hearing in front of the Board but that didn’t happen as the matter was further delayed. This is not fair to the substitute teachers who need representation”, says Delaney.
“Now, the PEI Teachers’ Federation (PEITF) also wants to represent them but instead of following the process established under the PEI legislation, they want the Government to change the School Act to accommodate them.”
CUPE PEI President, Lori McKay, believes the Government should let the Labour Relations Board do its job. “The Labour Board is an independent legislative body which oversees the union’s right to represent workers. We are asking the government not to interfere in this matter and to let the Board determine which union should be the bargaining agent for the substitute teachers.”
“If the PEITF wants to challenge our application to represent the substitute teachers, they should do it through the Labour Board, not by lobbying the politicians”, concluded MacKay.

Time is running out to stop CETA – the Comprehensive Trade and Economic Agreement being negotiated between Canada and the European Union. Negotiations are being held in Ottawa this week and this could be the final time both parties sit down at the table.
Municipalities across Canada are raising concerns about CETA and the implications for public water, local procurement and democracy.

The Prince Edward Island Federation of Labour is pleased to announce that all five party leaders have agreed to take part in a leader’s debate on issues important to working families on P.E.I.
The debate will take place from 7:00 p.m. to 9:00 p.m. at the Murphy Centre, 200 Richmond Street, Charlottetown on Monday, September 19.
“We are pleased that all party leaders will take part in this critical debate” states Carl Pursey, President of the P.E.I. Federation of Labour. All working Islanders are invited to attend and hear what each party’s position is on the important issues facing working Islanders. “We know that people remain concerned about issues such as livable income, social programs, labour standards, environment and jobs and services of the provincial government,” states Pursey.
Pursey urges all working Islanders to attend and hear the debate in order to be fully informed on election day October 3. This Leaders Debate has traditionally been hosted by the PEI Federation of Labour in past provincial elections and we are pleased this tradition and opportunity continues.

Please encourage your members to attend the “Getting Involved in your Provincial Election” Educational on July 6th. The registration has been sent out. We really would like to have each sector represented at this course.

Recently you received information from our Education Representative in the Maritime Region regarding a CUPE School called “Getting Involved in Your Provincial Election”. This is a new course that is being offered to us. It is being held on July 6th at the Holiday Inn Express.
On behalf of the CUPE PEI Division I would like to encourage you to consider sending your members for this one day educational. As you are aware we will be having a Provincial Election on October 3rd, 2011. Your PEI Division is in the beginning stages of preparing for this important time.
It is our hope that as many union activists as possible will get involved during the election to ensure that labour issues are in the forefront with our political leaders. This educational will be a great start to help CUPE members and locals on PEI get ready to make the most impact possible.

PEI Finance Minister supports enhancement to CPP
CHARLOTTETOWN– CUPE PEI is pleased with the provincial government’s decision to support fully their efforts to enhance the Canada Pension Plan (CPP).
“Yesterday, Finance Minister Wes Sheridan, announced in the Legislature his support to the Labour campaign to improve the CPP”, said CUPE PEI President, Milo Murray.
“CUPE PEI met with the minister in September explaining why we are advocating a doubling of Canada Pension Plan benefits, over a period of seven years”, explained Murray.
“This is a very important issue for PEI. Our province has a large number of agriculture workers and fishers with no workplace pension. Every worker should have the right to a decent, secure income in retirement”, added Murray.
“We hope his colleagues from the Atlantic Provinces will support his position at the next Finance Ministers’ meeting”, concluded Murray

Government back down on degree granting legislation
CUPE PEI is pleased with the government’s decision to delay plans to introduce a new Degree Granting Act which would have opened the door to private degree granting post-secondary institutions in the province.
The proposed legislation would have cleared the way for real estate developer Richard Homburg to establish a private university that would have granted Master’s degrees in real estate.
CUPE PEI had been asking for a full public consultation on this important piece of legislation. The government’s decision to postpone the proposed legislation came after a public outcry on this issue.
“Such an institution would only serve the interest of its owner not the public”, said Milo Murray, president of CUPE PEI.
“Premier Robert Ghiz hopes the two parties, UPEI and Richard Homburg, can come to an agreement on this issue. If they fail, the government says it’s prepared to introduce the new Degree Granting Act come spring. Before introducing any legislation that would change the delivery of post-secondary education on PEI, the government should commit to consult Islanders”, concluded Murray.

Canada European Comprehensive Economic Trade Agreement
Canada and the European Union are in negotiations for a new trade agreement and if signed will have significant impact on the Public Sector. The Canadian Union of Public Employees (CUPE) have commissioned studies which indicates that Provincial and local Government autonomy that make democratic decisions on matters relating to procurement or to regulate environmental protections will be threatened by this agreement. Most sectors will be at risk of privatization as the European Union has requested access to most Public Services including water, electrical utilities, health and social services and education.
CUPE members are deeply concerned about the lack of any transparent process associated with these negotiations between Canada and the European Union. The lack of any consultation with labour on this new agreement concerns us since we know that labour mobility is one of the topics under discussion. As public sector workers, we are also troubled by the fact that the European Union has prioritized access to public service delivery in its proposals to Canada. Canada’s social safety net depends on not-for-profit and universally-accessible public services.
The Federal Government will be consulting with Provincial Governments on the commitments that Provinces are willing to make with regards to areas that the E.U. has prioritized that fall outside Federal jurisdiction. Prince Edward Islanders should have a say in trading away of Provincial and Municipal rights. Government should have Public consultations on this agreement before it is signed.

Canadian Firearms Registry
The Canadian Union of Public Employees Prince Edward Island Division Executive appreciates the actions taken by the three Liberal Members of Parliament from Prince Edward Island, Wayne Easter, Lawrence MacAulay and Shawn Murphy, that stood up for public safety on September 22 and voted to defeat Bill C-391, a private members' bill that would have eliminated the Canadian Firearms Registry. The three Island MPs supported women's organizations, unions, first responders and victims of gun violence who are united in one message that the gun registry saves lives and protects the safety of Islanders and Canadians. Members of Parliament across Canada listened to their constituents and were educated on the importance for the existence of the registry as a public safety measure.

Defeat Bill C-391
The fate of the Canadian Firearms Registry lies in the hands of our Members of Parliament. This vital tool keeps our communities safe and saves lives. Members of the Canadian Union of Public Employees work on the front lines in home care, children services, shelters, hospitals, schools, as paramedics and Police officers. These members observe firsthand the impact of domestic violence on women and children. Sometimes these members are under threat because of their work. Information from the gun registry helps protect them in their work places. The Canadian Firearms Registry helps to protect public sector workers who come under threat. Not only is the registry an individual health and safety issue, but it is a public safety issue. CUPE members are gun owners and support the work of the Coalition of Gun Control. Gun control is an inextricable element of ending violence against women, especially domestic violence and crimes of passion. 65% of women murder victims are killed by their intimate partners. Access to a firearm has been recognized internationally as a significant risk factor for domestic violence. The Canadian Firearms Registry has made huge strides in decreasing the rates of homicide and may have helped prevent incidents of domestic violence and threats of violence. Bill C-391 will cause great harm to women and to workers on the front line of public safety. Bill C-391 should be defeated. I ask for all Islanders to contact their Member of Parliament and Demand that every MP votes to defeat Bill C-391 and save the Canadian Firearms Registry!

* LTD pre-existing condition concern. Pre-existing conditions only apply for the first 24 months of joining the LTD Plan. If you have not become disabled, due to these pre-existing conditions, during that 24 month window then pre-existing conditions are no longer an issue.
* Peter Buntain, our Mercer Rep., gave the Financial Summary for 2009. We are very much in line with other group plans.
*The following is a list of enhancements that members have requested and have been added over the last several years. Up until now these enhancements have been paid from the surplus fund for the total of $216,396.00. In April 2011, members and the employer will begin to pay for these enhancements. As of now the projected increase will be about 2%.
-April 15, 2009 hearing aids coverage increased from $300 per ear every 7 years to $900 per ear every 5 years.
-April 15, 2009 removing $500 for any one Paramedical Service and retaining over $1500 per calendar year for all services combined.
-June 17, 2008 semi-private rooms reinstated.
-November 8, 2007 ten paramedical services were added bringing the plan up to industry standards. The ten paramedical services were chiropractor, physiotherapist, speech therapist, pyschologist, acupuncture, osteopath, podiatrist, chiropodist, naturopath and massage therapist.
-November 8, 2008 $500 per paramedical service for industry standard to a maximum of $1500 per year reasonable and customary to be paid from surplus.
-May 10, 2006 removing the requirement of a Doctor presc-ription for massage therapy.
-May 10, 2006 vision care benefit to separate the eye exam from the $160 lenses and frames benefits. The exam will include the macular degeneration test that is now being done routinely. The exam benefit maximum will be based on the reasonable and customary charges for these services. In general the cost can be expected to equal around $80 or $90. the reimbursement level will be the same as the base vision care benefit which is 100% of the eligible charge.
-May 10, 2006 the dental plan will include orthodontics for adults and children. the reimburesement level with be 50% and the lifetime maximum is $3000.

Re: Canada Pension Plan Enhancements – Meeting of September 20, 2010
Thank you very much for the opportunity to meet with you and Nigel Burns, Manager, Economics, Statistics and Federal Fiscal Relations on Monday September 20, 2010.
As you will recall, we discussed our suggestions for improving retirement security for Canadians by enhancing the Canada Pension Plan. We also discussed the concept of “Financial Literacy” and have already sent you submissions of the Canadian Union of Public Employees to the Federal Task Force chaired by Don Stewart.
The Canadian Union of Public Employees supports the following modest and specific enhancement to the Canada Pension Plan:
• Phased in implementation of a replacement rate of 50% of the average wage;
• A seven year phased-in gradual increase in mandatory employer/ employee contribution rates to the CPP to pay for this increased replacement rate.
Following our meeting, we believe that we have your support to advocate for our proposals with the Federal, Provincial and Territorial Ministers of Finance. We believe that you will use your best efforts to ensure that two-thirds of the Provinces representing two-thirds of the population of Canada will act NOW to enhance retirement security for Canadians.
You indicated that the CPP “certainly worked well” and the funds and investments were well managed by the CPP Investment Board. We also understood you to say “this is a Tommy Douglas moment” and “This is about making social policy for our children and grandchildren”.
You indicated you would support “meaningful” enhancements to the CPP and not merely “modest” enhancements. We agreed with you that the enhancements should be fully funded and phased in, as reflected in the position we put forward to you. We share your view that “the time to strike is right now”.
We look forward to hearing positive news from the next Federal/Provincial/Territorial meeting of the Ministers of Finance.

The fate of the Canadian Firearms Registry lies in the hands of our Members of Parliament. This vital tool keeps our communities safe and saves lives. Members of the Canadian Union of Public Employees work on the front lines in home care, children services, shelters, hospitals, schools, as paramedics and Police officers. These members observe firsthand the impact of domestic violence on women and children. Sometimes these members are under threat because of their work. Information from the gun registry helps protect them in their work places. The Canadian Firearms Registry helps to protect public sector workers who come under threat. Not only is the registry an individual health and safety issue, but it is a public safety issue. CUPE members are gun owners and support the work of the Coalition of Gun Control. Gun control is an inextricable element of ending violence against women, especially domestic violence and crimes of passion. 65% of women murder victims are killed by their intimate partners. Access to a firearm has been recognized internationally as a significant risk factor for domestic violence. The Canadian Firearms Registry has made huge strides in decreasing the rates of homicide and may have helped prevent incidents of domestic violence and threats of violence. Bill C-391 will cause great harm to women and to workers on the front line of public safety. Bill C-391 should be defeated. I ask for all Islanders to contact their Member of Parliament and Demand that every MP votes to defeat Bill C-391 and save the Canadian Firearms Registry!

Canadian Red Cross Pakistan Floods 2010 appeal
Greetings Sisters and Brothers
Pakistan is battling with its worst flood crisis in the nation’s history, with about 20 million people affected and more than 1,600 killed. Thousands are homeless, hungry, and diseases are spreading by the minute. In response to the overwhelming need the Canadian Labour Congress is partnering with the Canadian Red Cross to assist in providing relief and aid to the victims of the Pakistan Floods.
In times of great hardship and need, members of CUPE PEI have risen and have a proud tradition of helping those in need. Workers in Pakistan and their families need our help.
On behalf of the CUPE PEI Division Executive, I encourage your Local or a personal donation be made, I would like thank you all for considering a contribution.
Any contributions should be directed to the Canadian Red Cross Pakistan Floods 2010 appeal will directly help Red Crescent and Red Cross relief efforts in the affected areas.

Literacy and Unions - building stronger voices.
Canada’s largest union is celebrating international literacy day. “Literacy and essential skills programs help workers develop new skills for a changing workplace, they enable workers to better participate at home and in their communities,” says Paul Moist, National President of the Canadian Union of Public Employees (CUPE).
CUPE's Literacy Program is celebrating 10 years of literacy activism. Since July 2000, CUPE has worked with employers, governments and educators to develop workplace-based literacy training.
“We live in a world where computers have changed the way people work. Restructuring and privatization can threaten jobs. The need for training and upgrading has never been greater,” said Sylvia Sioufi, CUPE literacy program coordinator.
CUPE aims to set up programs that meet its members’ unique needs. Workplace education programs offer courses in such things as writing, reading skills, numeracy and basic computer training. “From helping our members and their employers rewrite collective agreements in clear language to cutting jargon at work and in the union, CUPE’s Literacy Program is changing how the union and its members interact,” added Sioufi.
"Workplace education is a right and we challenge all employers to share the responsibility in providing it,” said Moist.

Dear Minister MacKinley:
This correspondence is submitted to you at the request and on behalf of the membership of CUPE Local 1145 – PEI Transportation Group and CUPE PEI Division Executive.
Members of CUPE 1145 are employees of the PEI Transportation Group and are employed as bus drivers. The safety of our children is their #1 priority. As school bus drivers, they observe and witness violations under the Highway Traffic Act by reckless drivers on a daily basis.
Getting convictions in Provincial Court for drivers of vehicles that go through the school bus amber lights is very difficult. When Police Services are notified of a violation there is certain information they require. The identity of the driver and the identity of the vehicle (licence plate) are the two key pieces of information. The addition of the front licence plate on the vehicle would make this identification simpler and would increase the chances of a conviction in Provincial Court.
On behalf of the members of CUPE Local 1145 and CUPE PEI Division Executive I urge you to reinstate the front licence plate on all motor vehicles on Prince Edward Island.

To all CUPE PEI Locals, CUPE PEI Executive and Staff
The CUPE PEI union development committee members selected these workshops from the results of the survey conducted at the Spring 2010 Convention.
As we continue our celebration of the Year of the Steward, we are happy to offer 2 three-hour workshops in the Steward Learning series in January. I have also attached the registration form with the following revisions:
You are asked to forward the registration form along with the $20.00 fee per participant directly to CUPE PEI UDD at the CUPE Charlottetown Area Office, 100 Capital Drive, Charlottetown PE, C1E 1E7 and the telephone number is 902-566-4006.
All the workshops will be held in the CUPE Charlottetown Boardroom from 9 AM to 4 PM on the first day and 9 AM to 12 PM (noon) on the second day.
We have added a registration deadline on the form and urge you to register prior to the date specified on the form. The reason for the deadline is to make sure we have enough material for all the participants, and if there are an insufficient number of participants registered, the workshop may have to be cancelled.
In the event of any school cancellation in either the East or the West, the workshop will be cancelled and rescheduled to a later date.
The Education department will be happy to arrange other workshops that are not on the September 2010 – June 2011 schedule. We ask you to please forward your request to your Servicing Representative. The Servicing Representative will then forward the request to the Education Representative responsible and the necessary arrangements will be made to provide the workshop.

PEI leadership on child care an example for others, says CUPE
OTTAWA – The Canadian Union of Public Employees (CUPE) says the government of Prince Edward Island is to be congratulated for showing leadership with its new Preschool Excellence Initiative.
“Premier Ghiz and his government have embraced the need to guarantee a quality system of Early Childhood Learning and Care (ECEC), that is accessible and sustainable—something we’ve long advocated for. The initiative means that public funding for for-profit centres will end,” said CUPE National President Paul Moist. “PEI is taking leadership and setting an example for other provinces and the federal government.”
The initiative is to provide quality care to all of the island’s children aged four and under. Quality care will come from a system that ensures access, a standard play-based curriculum, qualified early childhood education workers that have decent pay and benefits, and parent involvement. PEI will open 20 early learning centres for September 2010 and 20 more in 2011.
“This initiative is important for children’s development, for families, and for the future of our communities,” said Shawna Quinn, who represents PEI on CUPE’s national child care working group. “It’ll be a boost for workers in the sector and help the economy, too.”
PEI is the first province to implement an ECEC system for preschool children. The new system begins September 2010.
The Canadian Union of Public Employees, Canada’s largest union, has long advocated for universal, high quality early learning and child care programs, and against for-profit care.

On June 13th, 14th, 15th the Finance Ministers are meeting with Flaherty in Crowbush over our Canadian Pension System. The CLC, PEIFL are developing a Plan of Action for this historical event.
On the 13th of June, members are needed to be greeters at the Charlottetown airport as the Ministers arrive. Further, members are required for a sign crew, to place signs up along the route to Crowbush. Also needed are members to identify location along the route to place signs. We are seeking members to tell their story about flaws in their Pension Plan. If interested in participating in any of the above mentioned,please submitt an email to the PEIFL at peifed@pei.aibn.com
CUPE PEI Division Executive has approved for two buses to travel to Crowbush, one leaving Summerside and the other leaving Charlottetown on the 14th of June, for a Rally/ Pension Pinic. ( times and locations to announced ) I strongly encourage you to mobilize your membership to attend this Historial and Important Event.

Public Town Hall Discussions on Pension Solutions - A Letter
Millions of Canadians are facing an uncertain future in retirement. Millions of Canadians are worried about their pensions. More of their issues, concerns and voices need to be heard.
The members of the Canadian Union of Public Employees here on PEI are pleased that Government will be holding cross-country consultations on Canada’s retirement income system. This initiative is a welcome first step toward much needed National Pension Reform.
However, as details have emerged about the scope of the consultations, we are concerned that there will only be limited opportunities for Canadians to be a part of the consultation process. The members of CUPE PEI are pleased that Charlottetown has been selected as one of the consultation sites, yet we feel that only three public events in Charlottetown, Quebec City and Richmond, BC will not engage or represent a sufficient number of citizens concerned about retirement issues.
The members of CUPE PEI urge Minister Flaherty to hold additional public meetings across Canada to consult with Canadians to find solutions for fixing Canada’s retirement income system.

Islanders first before the profitability of the private sector.
There is no debating the fact that the residents of Charlotte Court, the oldest seniors complex in PEI, need and are entitled to affordable and decent living arrangements.
Recent articles in both Island newspapers state The Provincial Government of Prince Edward Island is considering a Public Private Partnership model to construct a new 48 unit seniors complex.
Discussion of privatization and P3’s is not new to Islanders. P3’s are a form of privatization that moves control of public assets and services to the private sector. There are many P3 models such as the common design/build approach, where a public organization hires a contractor to design and build a facility, and the build/own/operate model, which is a full-scale privatization of a facility. We know from vast experience in this Province, in this Country and around the World, that Public Private Partnerships are not good investments and cost more for taxpayers and reduce services.
Study after study and experience after experience have shown that Public-Private Partnerships cost the public more, make public institutions less able to manage public initiatives themselves and reduce flexibility, transparency and accountability of governments. The terms of P3 contracts and negotiations are typically kept secret in line with standards for private sector commercial confidentiality with a profit margin of 15 to 25 % and often higher. Public policies and procedures that require public consultation and transparency are seen as obstacles to P3’s. Provincial projects are most effectively and efficiently done when they are funded from public funds, owned and operated by the Province. It is the Provincial government’s responsibility to provide Islanders with the public facilities and services that most effectively and efficiently service the citizens of PEI. On behalf of the 2400 Canadian Union of Public Employees members on Prince Edward Island, we urge the Liberal Government of Prince Edward Island to build this complex the traditional method but if the Government enters into a P3 contract, have full disclosure of the true costs and details of the Public Private Partnership and that these disclosures be analyzed and fully publicized before an agreement can be entered into by the Province.
